PURPOSE: A system and a method for providing substitute video data in a picture phone network, particularly for sending a video file designated by a callee to a caller when the callee receives a call, are provided to allow a user to send a substitute image when he/she does not want to be exposed and companies to send a company's video promotional item to the other party. CONSTITUTION: When a call request signal is transferred from an origination terminal to an origination exchange(S101), the origination exchange transmits a termination position information request message to an HLR(Home Location Register)(S102). The HLR determines whether a subscriber of a destination terminal has been subscribed for a video data providing service(S103). When the subscriber of the destination terminal is checked to have been subscribed for the video data providing service, the HLR transmits position information of a termination exchange and IP address information of a video server(S104). The origination exchange transmits a video request message including a number of the destination terminal to the video server(S105). The video server checks video data corresponding to the number of the destination terminal(S106) and transmits corresponding video data stored in video database to the origination terminal(107). The origination exchange sets up a call with the termination exchange according to the position of the termination exchange received from the HLR(S108).
