PURPOSE: A light-emitting composition, a fluorescent lamp, and a fluorescent coating fluid for the fluorescent lamp are provided to improve total luminous flux and a luminous flux maintenance rate and reduce manufacturing costs by using a light-emitting composition obtained by adding a specific carbonate compound to an UV exciting phosphor for a fluorescent layer. CONSTITUTION: A light-emitting composition is composed of a mixture of an UV exciting phosphor and a carbonate compound. The carbonate compound is an alkali earth metal and/or a rear earth metal carbonate. The content of the carbonate compound is 0.005 to 240weight%. A fluorescent lamp is constructed in such a manner that a fluorescent film is formed on the inner wall of a glass tube. The fluorescent film is composed of the light-emitting composition.
