PURPOSE: A wet type color image forming apparatus and an image forming method using the apparatus are provided to transfer an image from a transfer belt to paper irrespective of surface roughness of the paper. CONSTITUTION: A wet type color image forming apparatus includes photosensitive drums(100,102,104,106) on which electrostatic latent images corresponding to video information are formed, developing devices(120a,122a,124a,126a) for providing a developer to the electrostatic latent images formed on the photosensitive drums to form an image, and a transfer belt(130) on which a color image is formed by transferring the image formed by the developing device is transferred thereto, and a transfer roller(136). The transfer belt is composed of a plurality of layers. Carbon is removed from the surface layer of transfer belt, which comes into contact with paper such that hardness of the surface layer is reduced. The transfer roller presses the transfer belt to transfer the color image formed on the transfer belt to the paper.
