PURPOSE: A service differentiating method and a system based on a CDR(Call Detail Record) in a mobile network are provided to analyze a CDR at regular intervals, thereby assigning a higher priority to a subscriber who has much traffic in total or much average traffic, during a new call or a hand-off process. CONSTITUTION: A system checks an available bandwidth of a cell(S501), and decides whether the available bandwidth satisfies a requested amount of bandwidth of an MT(Mobile Terminal)(S503). If so, the system permits a new call(S505). If the bandwidth does not satisfy the requested amount, the system decides whether a static priority of the MT is bigger than class III(S507). If so, the system assigns bandwidths as many as the requested bandwidth to MTs having lower priorities, and decides whether the available bandwidth satisfies the requested amount(S513). If so, the system permits the new call(S517).
