PURPOSE: A manufacturing device and a manufacturing method of an insulation for a car are characterized by using pulp or waste paper as raw material, adding an environmental improver, reducing a production cost, increasing workability, maximizing space utilization, minimizing transformation in drying and reducing an installation area and consumable energy. The insulation for the car is capable of being mass-produced and being recycled. CONSTITUTION: A manufacturing device of an insulation for a car comprises: a pulp solution bath(10) filled with a pulp solution(10a); a forming male mold(12) which is installed on the pulp solution bath protrusively, having a first forming part(12a) forming pulp forming; a forming female mold(15) being installed over the forming male mold(12) and being capable of elevating; a second forming part(15a) which is installed on the forming female mold(15) and is corresponded to the first forming part(12a), containing an air intake hole/air outlet absorbing and separating the pulp forming; a heater heating the pulp forming absorbed on the second forming part(15a); at least one drying male molds(17,18) containing heaters(17c,18c) and third forming parts(17a,18a) being corresponded to the second forming part(15a) and being capable of being moved between the forming male mold(12) and the forming female mold(15); at least one drying female molds(21,22) being installed over the drying male molds(17,18) and being capable of elevating; fourth forming parts(21a,22a) which are installed on the drying female molds(21,22) and are corresponded to the third forming parts(17a,18a), containing air intake holes/air outlets absorbing and separating the pulp forming fitted to the third forming part(17a,18a); and a heater heating the pulp forming absorbed on the fourth forming parts(21a,22a). A manufacturing method thereof is as follows: grinding pulp or waste paper; mixing the ground pulp raw material, water and an additive to deink; mixing water with the deinked pulp to control concentration; adding a paper strength agent, an anti-moisture agent, an anti-bacterial agent and an environmental improver to the deinked pulp to compose raw material; and then pulp-molding the raw material.
