PURPOSE: A microorganism Leclercia adecarboxylata KSJ8 which solves insoluble phosphate in soil is provided, thereby converting insoluble phosphate such as calcium triphosphate, hydroxyapatite, phosphate ore and phytate in soil into bio-available soluble phosphate ion. CONSTITUTION: The microorganism Leclercia adecarboxylata KSJ8(KCTC 103888BP) which solves insoluble phosphate in soil is provided, wherein Leclercia adecarboxylata KSJ8(KCTC 103888BP) is isolated from the soil by isolating soil microorganisms, culturing the isolated soil microorganisms on a solid medium containing calcium triphosphate, hydroxyapatite, phosphate ore and phytate, and selecting a microorganism forming the largest transparent circle on the medium. The method for improving the soil and increasing the plant growth comprises culturing Leclercia adecarboxylata KSJ8(KCTC 103888BP) in TYE(tryptophan-yeast) broth medium; and inoculating the cultured Leclercia adecarboxylata KSJ8(KCTC 103888BP) into the soil.
