One DB connector (220) transmission is from the civilian to an information providing part server (300) of network server. The transmission of information providing part server is for civilian database to transmitting/receiving server. It transmits/receives server and generates XML metadata from the database being received. One original copy authentication center (240) stores the electronic document transmitted from network server. One mail server (250) transmits electronic document to a civilian requestor computer (100).
