PURPOSE: A heat exchanger is provided to improve radiation efficiency and heat exchange performance by selectively using the first heat exchanger or the second heat exchanger with the valve, and to cut down cost by reducing power consumption of the pump and the radiating fan. CONSTITUTION: A heat exchanger is composed of a Peltier element(20), a pipe line(31) in which actuating fluid is circulated, a heat exchange member(32) contacted to the Peltier element and formed in the pipe line, first and second heat exchangers(33,34) arranged in parallel and communicated with each other to exchange heat with actuating fluid from the heat exchange member, a radiating fan(35) installed near the first and second heat exchangers, and a control valve(36) installed in the pipe line between the heat exchange member and the first and second heat exchangers to selectively control flow direction of actuating fluid.
