摘要

PURPOSE: An apparatus and a method for processing digital video signals of a mobile communication system are provided to realize video signals with high quality and low delay by continuously processing video signals through an inverse variable length coding unit and a variable length coding unit. CONSTITUTION: A plurality of video conference terminals reduce resolution of video signals inputted through an image camera, and transmit the video signals. An MCU(Multipoint Control Unit) transmits a final image mixedly arranging the video signals received from the plurality of video conference terminals to the plurality of video conference terminals. Each video conference terminal includes a converter(110) converting the video signals into digital video signals, a down-scaling unit(120) reducing resolution of the digital video signals, an encoding unit(130) compressing output signals of the down scaling unit, and a transmitting unit(140) transmitting output signals of the encoding unit to the MCU.
