Purpose: a kind of system for providing a location-based announcement service is to propose, for automatically an announcement message previously specified or the target user for a subscriber, it is appointed by subscriber, if subscriber's method is near target user or target user's method near subscriber. Construction: the location-based announcement service for providing system (30) is made of a subscriber support sector (100), a subscriber database (110), a HLR interworkings part (120), a service processing part (130), a SMC interworkings part (140) and an ARS servers (150). Subscriber support sector (100) receives subscriber registration information from user's line/wireless terminal, and the storage measurement result in subscriber database (110) provides a user interface to inspection, modifies, and deletes the subscriber registration information being stored in subscriber database (110). HLR interworkings part (120) receives an area update message, is moved based on user location, and the information that user location is stored is modified from a HLR and in subscriber database (110). Service processing part (130) finds a subscriber or a target user corresponding with user contains the area update message being received in subscriber database (110) and provides an arrival announcement message or leaves bulletin to subscriber or target user. SMC interworkings part (140) is worked in coordination with a SMC, and transmission reaches announce message or leaves bulletin to subscriber or target user.
