PURPOSE: A nappy yarn filled hot-water cooler and a cooling tower are provided to improve cooling efficiency of a hot water cooling heat exchanger by using nappy yarns as a filler matter and to condense, recover, and re-use steam vaporized by a steam condenser using the room air or outdoor air instead of refrigerant. CONSTITUTION: A nappy yarn filled hot-water cooler(36) comprises a nappy yarn hot water cooling heat exchanger(1), a steam condensing and recovering unit(4), a hot water dispersing unit, a cooling water storage tank(9), a bidirectional suction fan, and a circulation pump(39). The hot water dispersing unit is positioned on the nappy yarn hot water cooling heat exchanger to distribute equally and insert the hot water into the nappy yarn hot water cooling heat exchanger. The nappy yarn hot water cooling heat exchanger is contacted maximally with the cooling air while the hot water flows down along nappy yarn surfaces of the nappy yarn hot water cooling heat exchanger. The cooling water storage tank is positioned under the nappy yarn hot water cooling heat exchanger to store the cooling water passing through the nappy yarn hot water cooling heat exchanger. The steam condensing and recovering unit is attached on the rear lateral side of the nappy yarn hot water cooling heat exchanger to condense and recover the steam of the humid air generated in cooling the hot water inserted from the nappy yarn hot water cooling heat exchanger. The bidirectional suction fan installed in the steam condensing and recovering unit sucks in the cooling air in the direction of crossing the hot water flowing down along the nappy yarns through a cooling air inlet port formed on the lateral side of the nappy yarn hot water cooling heat exchanger, contacts the cooling air with the hot water, and cools down a fin tube and condenses the steam by flowing the cooling air into the steam condensing and recovering unit. The circulation pump disposed on the bottom of the nappy yarn hot-water cooler circulates the cooling water by inserting the cooling water of the cooling water storage tank into a heat generating unit, flowing the hot water output from the heat generating unit into the hot water dispersing unit, and then cooling down the hot water in nappy yarn hot water cooling heat exchanger.
