PURPOSE: To provide an apparatus and a method for treating nitrogen and phosphorous of sewage, which are able to biologically denitrify and dephosphorize the sewage through an air floatation tank integrally formed with a bioreactor, and a method for operating the apparatus. CONSTITUTION: The apparatus comprises a flow equalization tank (300) to control flow of raw water flown-in from the outside, an anoxic tank (301) which treats the flow-controlled raw water through the flow equalization tank to be an anoxic state, an air floatation tank integrally formed with a bioreactor (302) which treats the raw water gone through the anoxic tank, an aeration tank (303) which aerates the water treated by the air floatation tank integrally formed with the bioreactor, and a final settling tank (304) which settles the aerated treated water through the aeration tank. A sludge storage tank (305) is connected to the air floatation tank integrally formed with the bioreactor to treat the sludge floated from the air floatation tank integrally formed with the bioreactor. The sludge is dehydrated through a dehydrator (306) to discharge the sludge through a sludge hopper (307).
