PURPOSE: An offline service applet for a wireless terminal equipped with a smart card without influence on an offline service infrastructure and a service method using the same are provided to minimize an expense for updating the offline service infrastructure by minimizing an update frequency according to addition of the service applet to the first one time. CONSTITUTION: A service list management information area(102) stores an available service list to be used by sharing/comparing a service stored in the smart card with the service to be processed in a dongle. A service profile area(104) stores/processes information for certification to an offline service providing server needed in a step for selecting the offline server, access information/method to be used for user certifications, and a service scenario. A data area(106) stores information for a user and the service needed for actually processing the service.
