PURPOSE: A device and a method for controlling a camera photographing operation in a mobile communication terminal are provided to forcibly limit a camera photographing function of a terminal, depending on whether a communication service is open or a user password is available, thereby preventing a small camera from being misused as an illegal hidden camera. CONSTITUTION: If a system booting process is completed(S10), an MSM monitors whether a camera photographing button included in a keypad is selected(S11). If so, the MSM checks whether a communication service is open(S13). If so(S14), the MSM displays an announcement message for requesting a password, and receives the inputted password(S15). The MSM compares the inputted password with a preset password, and if the compared passwords are the same, the MSM decides that the password is valid(S16). The MSM normally operates a camera photographing function(S17).
