PURPOSE: A handoff method of a mobile communication system is provided to transmit neighbor list information to a mobile terminal through an overhead channel, and to compare a measured pilot signal with a pilot signal threshold value in a neighbor list, thereby removing an unnecessary handoff procedure, consequently a load can be reduced. CONSTITUTION: A mobile terminal receives an extended system parameter message filled with information showing whether a neighbor base station list is included(600). The mobile terminal decides whether a neighbor included PSMM(Pilot Strength Measurement Message) field value is set to 1(610). If so, the terminal measures pilot signals of base station transceiving devices located in a neighbor cell(620). The terminal compares whether a strength of the biggest pilot signal is more than a threshold value of a target cell(630). If so, the terminal decides whether a PN of a target base station transceiving device is included in the neighbor list(640). If so, the terminal uploads a PSMM(650).
