Construction: when a ISIS agreements are driven (S10), a PE confirms an interface, and ISIS agreements are activated the place of (S12), decides whether that a VRF interfaces are present in the interface (S14) of confirmation. Otherwise, PE is associated with corresponding access interface, has a standard interface (ISIS interfaces) (S16), transmits a hello packets (S18). If VRF interfaces exist, PE is associated with access interface, has a VRF interfaces (S20), is confirmed whether that other VRF interfaces have (S22). If so, PE generates other ISIS to bind ISIS, with VRF interfaces (S24), transmits hello packets and form a neighboring BS relationship (S26) to a CE.
