A method and system for providing a terminal-based location detection service by using a frequency offset are provided to reduce an initial search time of a GPS satellite by discriminating up to a repeater final remote area and providing GPS observation satellite information. When an LBS(Location Based Service) server receives a request for detecting a location of an MS(Mobile Station)(612), it transmits a location detection request signal to a PDE(Position Determination Equipment)(600)(S800). The PDE(600) inquires of an MSC(Mobile Switching Center)(604) in order to check a finally registered location of the MS(612)(S802). The finally registered information of the MS(612) is transferred to the PED(S804) and the MSC(604) requests BTS(Base Transceiver Stations)(606,608) and the MS(612) to register the MS(612)(S806,S808). The MS(612) responds to it(S810), and at this time, location information is transmitted to the MSC(604) and to the PDE(600)(S812). The PDE(600) transfers observation information of a GPS satellite(614) to the MS(612). The MS(612) searches the GPS satellite(614) and transfers the search result to the PDE(600) or transmits a calculation result obtained by calculating a location to the PDE(600)(S816). The PDE(600) transmits the calculation result to the LBS server(S818).
