The invention relates to a moving object based motion estimation wavelet picture compression and decompression system. The objects of the present invention is to provide a moving object based motion estimation wavelet picture compression and decompression system, for significantly increasing the picture compression rate through extracting the background information separately and comparing the background information with the previously transmitted background information and transmitting only the differences, and for significantly reducing the number of moving vectors and their sizes through a movement estimation of the same object in the previous picture for each wavelet band, and for enabling flexible changes of image size through only separating moving objects for wavelet transformation.
