PURPOSE: A method and a device for controlling a system transmit power in a mobile communication system are provided to detect a change of a signal generated in a downlink to a mobile station from a base station, and to compensate for a change of a signal generated in an uplink to the base station from the mobile station, so that the mobile station can quickly compensate for the signal change. CONSTITUTION: A mobile station receives a pilot signal, and inputs the pilot signal to a DSP(601). An uplink power control information generator extracts the intensity of the pilot signal(602). The generator estimates a fading occurring from the pilot signal in the signal intensity for every bit of the extracted pilot signal(606). The generator calculates a compensation value for compensating for the estimated fading(607). An uplink power control information comparator compares a transmit power value necessary for the fading compensation with a maximum tolerable compensation value(608). An uplink transmit power setup unit selects a level of a transmit power nearest to a calculated power(610), and sets an uplink transmit power according to the selected level(611). A power control information transmitter transmits information on the set fading and C/I(Carrier/Interference) information to a base station(613).
