The present invention relates to a lossy coding method of a binary image to improve coding efficiency by lossy coding by selectively applying a lossy coding method using a CR and a lossy coding method using a CAE probability table when lossy coding a binary image. The present invention encodes a binary image to be coded by loss coding using a CR and a loss coding method using a CAE probability table, and performs loss coding using the CR in a large and small relationship between the bits generated and encoded. By selecting a method or a method of lossy coding using a CAE probability table, lossy coding of a macroblock or a VOP to be encoded can reduce the amount of bits to be transmitted, thereby improving coding efficiency.
