Billing Rate Change and Data Producing Method Depending on changing Transport Channel

PURPOSE: A method for changing a billing rate by a transport channel change is provided to transmit changed information to the structure of a change transmission rate indication message using a RANAP(Radio Access Network Application Part) procedure in order to transfer a user's service channel change to an MSC(Mobile Switching Center) or an SGSN(Serving GPRS Support Node) in a UTRAN(Universal Terrestrial Radio Access Network). CONSTITUTION: The structure of a message to report an environment change in a UTRAN from an RNC(Radio Network Controller) to a CN(Core Network) comprises a message type field to indicate a transmission rate and a field to indicate setup or modification for an RAB(Radio Access Bearer) to transmit and receive traffic data between the RNC and the CN. Also the message structure comprises a field to indicate the first setup or a modified item in a system environment, a field to indicate the RAB's ID, and a field to indicate the sub parameters of the RAB.
