PURPOSE: A method for optimizing a redundancy ratio of a low-speed VoIP unit using a closed queueing model is provided to determine an optimized redundancy ratio of a low-speed VPP(Voice Packet Process) unit used for an AGW(Access Gateway) or a TGW(Trunk Gateway) by using a closed queueing model, thereby obtaining an optimized redundancy ratio for low-speed VoIP unit resources. CONSTITUTION: A system calculates probabilities of working units(2) in accordance with time by using a closed queueing model. The system calculates a cost function in accordance with given costs per time of the number of the working units and the number of failed working units(2a) from the calculated working units in order to realize probability optimization. The system calculates a minimal value for the cost function by performing a planned mathematical modeling process for the calculated cost function, and sets a redundancy ratio of a low-speed VoIP unit to an optimized value.
