The measurement head (12) is held on an extension (11) of the casing (10). This keeps undesired influences, especially temperature effects, well away from the electronics in the casing. An independent claim is included for the method of measurement, based on a condenser forming part of a resonant circuit, to measure dielectric constant as an indicator of the state of the substances. Two resonance circuits are used with a bridge circuit compensating variation of capacitance with temperature.
