The device has disks (2-5) mounted to a frame (1), in which two disks (2,4) are rotatably mounted with small movement space while the other two disks (3,5) are securely mounted to the frame with a small or no space for movement. Inlet and outlet channels (E,A), corresponding to the openings formed on the disks, are formed either at the bottom of the frame or on the channel disk (5). Sealing rings are used to seal the disks mounted to the frame. The disks and frame form a package that can be mounted and sealed in the cylinder head or cylinder of an engine.
