The device (10) has an inner tube (20) formed with a compartment (22) and a toroidal groove (24) at one end. An outer tube (20) is slidable over the length of the inner tube. A clip (40) is attachable to the toroidal groove, and has rectilinear portions (41) received into corresponding rectilinear slots (25) of the toroidal groove, to partially extend into the compartment.
