The roller (1) is pulled over the surface of the dump by a cable (5) with a damping spring (6). The cable is attached to a frame (3) with members engaging the ends of the roller axle. Some of the radial tines (10) have flat ends with flanges (12) and some of them have sharp ends. The ends of the tines are replaceable. A rectangular plate (17) in the surface of the roller may be removed to permit loading of the roller with manure and/or seeds for growing grass and other plants on surface of dump. The manure and/or seeds are released from the roller through small holes (15) in its surface.
