A lighting device has switching electronics within a housing for charging a re-chargeable battery with electrical energy via a photo-voltaic based collector and when the optical radiation is insufficient it enables one or more LEDs to radiate with the stored electrical energy, and in which the transparent covering makes available both the optical radiation on to the photo-voltaic based collector as well as the light exiting from the LEDs. By using RGB-LEDs each preferred color can be generated with time control.
