The device includes at least one antenna (2) arranged on a material layer of a substrate (3), the antenna characteristics depending on the effective electrical characteristic of the material layer, which is influenced by openings (40) in the material layer. The openings are formed and distributed over the material layer so that the effective electrical characteristic of the material layer has a gradient along at least one dimension of the material layer. An independent claim is included for the use of the apparatus to transmit electromagnetic waves.
