A steel refining process uses inputs of pig iron (1), sponge iron (2) and scrap metal using the electric arc and/or oxygen top-blowing process, followed by cast extrusion as strip steel. The pig iron and sponge iron are present in a ratio of from 90:10, 50:50 to 100:1, using scrap metal as a coolant and/or sponge of approximately 70%. The tap-to-tap times are reduced by insertion of an oxygen lance (4) that raises the specific oxygen density to 2 - 4 Nm 3/t/minute, reducing the top-blowing time to between 12 and 16 minutes.
