An upper portion (190) is inflatable between a roof (40) and an instrument panel (64) and between a windshield (50) and a vehicle (12) occupant. A bifurcated and inflatable lower portion (192) has chambers (194,196) inflatable against the surface of instrument panel presented towards vehicle occupant and against windshield and surface of instrument panel adjacent the windshield. An inflatable windshield curtain (14) is inflatable away from the roof to a position between windshield and vehicle occupant. The windshield curtain has inflatable upper and lower portions. Independent claims are also included for the following: (A) an inflatable vehicle occupant protection device; and (B) an inflatable windshield curtain.
