System for evaluating the operating risk of motor vehicles (10) has mobile units (1) that are mounted in the vehicles and have sensors and memories for recording and storing vehicle driving parameters. A data transmission arrangement (7) is used to transmit the data to a central unit (8). The mobile unit also has a computer unit with an observation module that monitors a non-measurable value that is derived from the measured driving parameters. The derived non-measurable value, e.g. representing the aggressiveness of the driving, is transmitted to the central unit. Independent claims are also included for the following:- (A) a mobile onboard unit for evaluating the operating risk of motor vehicles and; (B) a method for evaluating the operating risk of motor vehicles.
