The cutting and fixing device has a base (2) and fixing strip (3) to clamp the plate e.g. heat insulation plate inbetween. The device has a guide mechanism (6) for the hand cutter which is to be used to cut the clamped plate. The fixing strip can be attached at one side to the base so that it can be folded away. The base and fixing strip can be connected at the ends through an articulated joint (5).
