The device has U-shaped rails (3), and supports (4) flexibly arranged on the U-shaped rails. A vertical frame is pressed forward on impact by a car and simultaneously the U-shaped rails are pulled out of a concrete base due to rotation of a circular or rectangular pipe on the base, if an attempt is made to break through the frame with a car. The supports are drawn back and engage the raster rail, when the rails (3) are pulled.
