The device has at least one processing unit (1), at least one data memory (3), a display screen and at least one data entry device (2), whereby the data memory holds a first module (4) with either a hydraulic model and a timing model or a process control system. A second module (5) has system components and technical parameters. The hydraulic module or process control system forms a system model with a stable water supply and with fixed parameters or parameters altered via the data entry device. The individual costs of the system components and the resulting costs of the system are determined, stored and/or output as analysis and optimizing criteria. An independent claim is also included for a machine-readable medium with a computer program product for an inventive data processing device.
