The hand held dispensing device (100) for the unrolling and tearing off of rolled foil (1) or paper has a pull-off edge provided on a holder (10) and is aligned parallel to a cutting edge (31). The cutting element (30) is orientated by its cutting edge towards the foil roll and pull-off edge. A gap (32) is formed between the pull-off edge and cutting edge and in it is fitted a deflection element (15) which with insertion into the gap by its deflection edge (16) pulls a foil stretched between the pull-off edge and cutting edge into the gap and brings it into a U-form configuration.
