Successive impact places and bending points are determined using the previously given workpiece shape data. Determines the bending points at which prebending is necessary and assigns identification codes and smaller bending angles for the prebending at the preceding determined bending points. An obstruction test unit (205) simulates the bending process of the workpiece (W) based on the input data from the bending process setting unit (203) and carries out a monitoring operation with regard to any hindrance between the workpiece (W) and the top and bottom press parts (7,9) taking place. If a hindrance to the bending operation is established, a prebending setting unit (207) determines the bending point (P', P") where the prebending is necessary to prevent the obstruction and gives a prebending identification code and sets the required bending angle.
