The electrical machine is also capable of operating as a generator by transmitting to the drive wheel a braking torque and returning the electrical energy to the conductor; a storage system (41) for electrical energy from the conductor, the electrical energy storage system consists of one or more super condensers; an operation mode management unit for selecting energy recuperation or restitution; a drive unit (21) for applying torque to the vehicles wheel, which permits (a) at torque demand, the electrical machine to operate as a motor by consuming the stored energy as long as the charge of the storage system is not at a minimum, having priority for use of the energy source for vehicle traction and (b) at a request for braking torque, operate the machine as a generator by using the energy produced to recharge the energy storage system as long as the system charge is not at a maximum, with priority over use of all other braking devices.
