The device has a metallic support plate (1) placed on a pavement (2). A vertical ridger (3) is installed at front part of the device. A fixed tooth system (4) for perforating a tire of vehicle is placed in front face of the ridger. The pavement is reconstituted at a back of the ridger and above the support plate, in order to constitute an inclined plane (5) for allowing the vehicles to travel in an authorized direction.
