The device has multiple gate and data lines on a substrate that cross each other to define a pixel region. Multiple thin film transistors are formed at respective crossings of the lines. An organic insulating layer (95) is formed over the substrate with a step difference in the region. Pixels electrodes are placed between common electrodes that are wider than the data lines and formed on an organic insulating layer (97). An independent claim is also included for a method of manufacturing an in-plane switching mode liquid crystal display device.
