The device has a metallic case receiving a mast and an antenna which are maintained by an upper clamp, a lower clamp and a central axle. The case is fixed by a chemical peg to a concrete stud that is anchored in a terrace slab. A security lock (9) maintains the mast in a vertical position when the clamps and the axle are unfastened and a metallic support (10) holds the mast in a horizontal position. The case in its upper part receives a security cut that does not permit the mast to pivot more than 10 degrees towards the front. The mast tilts to the back when released, with the aid of openings on the top, and front and rear faces of the casing.
