The device has an air slide valve (30) with an end integrated to a plunger (20) and a free end opposite to the former end. An adjustment spring (35) placed in a surge box (6) is interposed between a flange (32) and a cup (25) that is mounted coaxial to the plunger. An adjustment spring (50) whose action is opposed to the action of the spring (35) is mounted adjacent to the free end of the valve.
