The retarder has a stator armature winding and an inductor winding coil that are mounted in a coaxial manner with respect to a stator (6). A retention ring is mounted on a separate hub (67) of a rotor (5), where the hub is fixed on a carrier unit in a transversal orientation. Two reels (7) are mounted on the hub, and the stator is configured to present an exterior cooling chamber (64) which surrounds a part of the reel.
