The device has a lateral roller (505) mounted at a front end (504) of a carriage (501). The carriage has two tabs (503) provided on its rear end (502), where each tab is inserted in respective notches (400) on an insert (301) of a railroad rail (100). The roller is supported against a vertical web (102) of the rail. A handle (506) permits a user to slide the carriage on an upper side (310) of the insert for placing the device.
