The device has a cable integrated with a handle (60) and passing through a hollow shaft (52), where the handle and shaft are rotatably connected. An upper end of the cable guided by a free-pulley is connected to a reel drive. The drive transforms a traction effort exerted on the cable into a rotational movement of a horizontal input mandrel through a free wheel. A spring unit returns the drive to its angular rest position.
