The device has a cylindrical sleeve (2) surrounding a part of a shaft (9) and having a radial inner surface for directly/indirectly applying a torque to activate the sleeve according to torsion. The sleeve has two opposed surfaces on which the sleeve generates load when it is activated. A measurement circuit (3) measures the load, and two rings are connected to the circuit to determine the torque applied on the shaft. An independent claim is also included for a steering column of a motor vehicle.
