The device has a continuous casing panel (1) made in fiber glass and polyester and provided with poly-vinyl chloride (PVC) vertical pipes (2) exteriorly to receive steel parts for fixation and for structural reinforcements. The pipes have a base extension with orifices (4) permitting the fixation of a periphery steel part for the embedding of a base of the panel to a raft concrete. An independent claim is also included for a process of constructing a swimming pool.
