The device has a cam with an operating lever made up of a flat profile (10) whose part is off-centered with respect to a bushing welded under another part (15). A gap of certain millimeter exists between an end of a rectilinear part (13), the bushing, and the part (15), to allow elasticity effect. The lever rotates around an axle held by an end fitting (17) integrated with a post support, for reaching a maximum degree of eccentricity.
