The system has a computer (10), an electronic vehicle identification device, vehicle monitoring terminal, statistic digital data protecting and processing unit and fine fixing unit in case of offence. Fine reception units are installed aboard the vehicle and comprise of a unit for protecting anonymity of the confidential digital data of the vehicle drivers. A real time display unit displays data related to the vehicles.
