The device has a drive wheel (8) with a toothed pinion (10) cooperating with a ratchet (11) integrated to a free end of a cable (12). The cable is integrated with a lever arm (13) controlled by a control lever (14) articulated on a chassis (3) such that when pressure is exerted on the lever, the cable is stretched and released. The ratchet is engaged and disengaged on and from the pinion, when the cable is stretched and released.
