A cable 300, system (fig. 8), and a method (fig. 9) for detecting partial discharge or arcing in a wiring or cables via fibre optics are provided. The cable 300 comprises: An electric conductor 302 for transmitting electric signals; at lease one fluorescent optical fibre 304 for detecting light generated by a partial discharge; and a transparent layer 308 surrounding the conductor and supporting optical fiber parallel to the conductor. The optical fiber may be a hollow fibre optic (604, fig. 6) that surrounds the electric conductor, where at least one hollow fluorescent fibre optic is located between the conductor and a first insulating layer. The system (840, fig. 8) controls operations of the voltage source (826, fig. 8) for sending currents into the adjacent conductors (802, 808, fig. 8). The processor (822, fig. 8) determines location of a partial discharge by arrival times of the light to the optical receivers.
